This ISE-SAR Functional Standard is designed to support the sharing, throughout the Information Sharing Environment (ISE), of information about suspicious activity, incidents, or behavior that have a potential terrorism nexus. The ISE includes State and major urban area fusion centers and their law enforcement, 2 homeland security, 3 or other information-sharing partners at the Federal, State, local, and tribal levels to the full extent permitted by law. In addition to providing specific indications about possible terrorism-related crimes, ISE-SARs can be used to look for patterns and trends by analyzing information at a broader level than would typically be recognized within a single jurisdiction, State, or territory. Standardized and consistent sharing of suspicious activity information regarding criminal activity among State and major urban area fusion centers and Federal agencies is vital to assessing, deterring, preventing, or prosecuting those involved in criminal activities associated with terrorism. As a former weatherman and reporter, George Siegal covered countless stories about people who lost everything in natural disasters. George Siegal produced and directed the documentary The Last House Standing. The title of the film was inspired by the single home that survived a direct hit from Hurricane in Mexico Beach Florida. In addition to exploring hurricanes, the film looks as fires, tornados and other hazards that the world is facing. Disaster resilience is the ability of individuals, communities, organizations, and states to adapt to and recover from hazards, shocks, or stresses without compromising long-term prospects for development. According to the Hyogo Framework for Action, disaster resilience is determined by the degree to which individuals, communities, and public and private organizations can organize themselves to learn from past disasters and reduce their risks to future ones, at international, regional, national, and local levels. Disaster resilience is part of the broader concept of resilience – ‘the ability of individuals, communities and states and their institutions to absorb and recover from shock while positively adapting and transforming their structures and means for living in the face of long-term changes and uncertainty. In conceptual terms, vulnerability and disaster resilience are closely related. Some see vulnerability as the opposite of disaster resilience, while others view vulnerability as a risk factor and disaster resilience as the capacity to respond.
