In the year 2020, the entire world has witnessed amazing changes in both the public and private spheres. The most notable changes are in the health, safety and economic sectors. In general terms, changes in health and safety are directly confronted with the economic sphere, they depend on resources to sustain themselves and those who are directly responsible for their maintenance are large companies and the State. Within this world crisis, there is a manifest struggle between human rights such as life, security, free movement and association, against the population and economic needs of the planet. The conflict between health and the world economy is the greatest exalting result of the crisis of the year 2020. The dilemma between economic reopening and world health, geopolitical decisions that affect the future of humanity. In this sense, we are all "in the same boat and we are called to row together" (La Unión, 2020). But, divergent political ideologies establish that we are in the same storm, in different ships and in different directions. The hegemonic states have devised their own plans without following the directives of the World Health Organization (WHO, 2020). From the perspective of the international community, from the State's approach to the rights of its citizens, and from the human being against the global situation, we will find a diversity of political opinions.

The Humanitarian Visa 12 XI. The objective of this research is to understand and explain to what extent foreign migration policy decisions, from the perspective of the main actors that comprise it, affected the migration rights of Haitian citizens in the period 2010 - 2016. To demonstrate this objective, this research work is part of the study of foreign policy analysis (APE), as a sub-discipline of international relations (Beach, 2012). Based on this, it is possible to analyze the role of foreign policy officials (Allison, 1969: 707 - 715), within the Foreign Ministry of Ecuador; against the issuance of the “12 XI” visa, sustained in Executive Decree 248 of February 9, 2010.
