Neuroweapons, cognitive warfare, and the real OODA loop. Dr. James Giordano returns to No Way Out three years after his first appearance (Ep 35) to show how dispositions shape what we observe before we ever orient.
Dr. Giordano is Special Advisor to the Office of the Assistant Secretary of War (CBRN) and Head of the Center for Strategic Deterrence and Weapons of Mass Destruction Studies of the Institute for National Strategic Studies at the National Defense University. He retired from Georgetown University Medical Center after a 20-year career as Professor Emeritus of Neurology, Biochemistry and Ethics. With Brian "Ponch" Rivera he walks through the dOODAc loop, his extension of John Boyd's OODA loop with dispositions in front and consequences at the back, and the two test it against Boyd's own sketches.
From there the conversation moves into the cognitive domain as biological, psychological, and social at once, how each layer becomes a target, and why he describes directed energy neuroweapons as a clear and present threat. He closes on human-machine teaming, DoD Directive 3000.09, and a model his team calls SYNTHCOM that keeps decision authority with the human.

Where does recovery fit in the plan, brief, execute, debrief cycle? CAPT (Sel.) Kevin Bernstein, MD, is building human performance optimization into naval aviation to answer it.
Bernstein is the Navy sports medicine physician building a human performance program for naval aviation at Commander, Naval Air Force Atlantic, after tours with Naval Special Warfare Group Two and Navy football. Fifteen commodores signed a requirements letter asking for the program. His picture is simple: an aviator coming off a demanding flight might conduct their debrief in compression boots, a massage chair, or a sauna, the same way a quarterback who ran the triple option ends up in the training room.
Trey Warren, PhD supplies the problem. After a hard landing, maintenance inspects the jet. Nobody inspects the crew. Retired Rear Admiral Mark Leavitt notes that an aviator's medical record at retirement runs about an inch thick, against three or four inches for everyone else. At Training Air Wing Six, the human performance team can keep an aviator flying and has no authority to down one.

The Grey Zone: Influence Without Attribution and the Real OODA Loop | Oriane Cohen

Oriane Cohen spent four years under deep cover. She never approached her targets. She studied what they needed, made herself useful, and waited for them to call her.
Cohen is a perception engineer and strategic intelligence advisor, founder of OC Strategic Advisory, and a former human intelligence operative and war correspondent. She came to the study of influence by running operations first and reading the literature afterward, and her verdict on the literature is blunt. The people writing about the grey zone have not been in it.
She argues that cognitive warfare was assembled rather than invented, stitched together out of psychology, cybernetics, neuroscience and propaganda, then given a name scientific enough to institutionalize. Once a topic has budgets, departments and careers attached to it, it has to be real.
Her original move goes further. Soviet reflexive control assumes a controller upstream of your decision. Cohen asks what happens when there is no controller and no intention, when thousands of actors with unrelated and sometimes hostile incentives converge on the same effect without coordinating. That, she argues, is the condition we now live in, and it is why conspiracy theories keep multiplying. They hand the brain a villain and a closure the real answer refuses to supply.
Asked why two people in the same place experience different realities, she lists what builds a frame of reference: language, experience, family, trauma, religion, genetics. That is orientation, and she reaches it without ever mentioning John Boyd.
Also: the four scales of the grey zone starting with the family, why she calls people like herself the bastards of the system, why she gives no client a technique before they can face their own mechanisms, and why the place you get your information is now the same place working to influence you.

Gareth Holebrook spent eighteen years trying to qualify for Kona. He got there in 2022 and collapsed seven kilometres from the finish. He does not tell it as a triumph. He tells it as a governance failure: effort continuing after awareness had already stopped.
A former Royal Navy weapons engineer who spent six years working with David Marquet on intent-based leadership and ran the agile practice at Visa, Gareth joins Brian "Ponch" Rivera to argue that capable people rarely fail from lack of capability. They fail because nothing governs the decision once it is underway.

Stop Telling Swimmers What To Do: Constraints-Led Approach & the Real OODA Loop | Andrew Sheaff

Andrew Sheaff wrote the only book on the constraints-led approach to swim coaching. He joins No Way Out to explain why telling a swimmer what to do almost never changes how they swim, and what a coach can do instead.
Sheaff spent more than fifteen years coaching on deck at Virginia, Northwestern, Bucknell, and Maryland, on staffs that produced conference and NCAA team championships, American records, world championships, and Olympic medals. He now partners with performance programs to build skill development systems into training they already run.
He came to swimming late, trained his way past the skill gap, then hit a wall in college when getting stronger stopped paying. That wall sent him looking. He found Keith Davids and the constraints-led approach through a strength and conditioning blog, and spent the years since working out how to make the theory practical on a pool deck with forty kids and one whistle.
The problem he describes is one every coach knows. At ten swimmers to a coach, best case you speak to each kid one time in ten. And nobody can hold their elbow at 98 degrees instead of 97 in their head while their heart rate sits at 180. So Sheaff builds the correction into the activity. Put a buoy between the legs and the kick disappears, so the arms have to solve the problem. Turn the paddle upside down and the forearm has to face backward. Cap the stroke count and patience stops being a suggestion.
Brian "Ponch" Rivera hears John Boyd's destruction and creation in this, and Sheaff confirms the mechanism without having read a word of Boyd. Destabilize the old pattern at low intensity, rebuild it there, then crank the speed and the fatigue back up. That independent arrival is the premise of this show: a swim coach in Richmond and a fighter pilot in Virginia Beach describing the same loop from opposite ends of the world.
The conversation covers implicit guidance and control, which in a pool means teaching a swimmer to feel the difference between the old way and the new way rather than waiting on a coach who will not be there in the race. It covers education of attention, which Ponch recognizes from the fighter aviation debrief. And it covers the thing many coaches have backwards, which is that racing is the test and practice is where the improvement happens.
Sheaff is direct about the limits. Theory is rarely the bottleneck. Most coaches already own the drills and have not organized them around the skills that actually make a swimmer fast.
For coaches and program directors in any sport, this is what the constraints-led approach looks like after twenty years in the water.

John Boyd's Destruction and Creation at 50: The Paper Behind the Real OODA Loop

Fifty years ago today, on 3 September 1976, John Boyd published Destruction and Creation. Almost nobody who talks about the OODA loop has read it.
Mark "Moose" McGrath and Brian "Ponch" Rivera the paper's fiftieth anniversary, with multiple versions on screen.
Mark argues the paper is the kernel that everything Boyd wrote for the next twenty years is built on. He walks the fusion at its center: the second law of thermodynamics, Heisenberg's uncertainty principle, and Gödel's incompleteness theorem, three ideas Boyd was told did not belong together. Then he puts each in plain language. You cannot know everything. You cannot use algebra to prove algebra. You have to be outside a system to judge it.
The conversation traces Chuck Spinney's lineage from energy maneuverability theory through Destruction and Creation to asymmetric fast transients, which is why speed was never the point. It covers Boyd's 1972 letters home, the years he spent arguing with thousands of books, the difference between the drafts and the published text on observer and observed, and the moment Navy TOPGUN pilots told Boyd he had left the human in the cockpit out of his equation.

The Decision Feels Like Your Own: Cognitive Warfare and the Real OODA Loop | Sara Russo

John Boyd argued that machines do not fight wars and terrain does not fight wars. Humans fight wars, and they fight them with their minds. He named the mechanism as well, in the strategic game of interaction and isolation: stay connected to the outside world so you keep testing what you believe, and cut your opponent off from theirs so their picture of reality drifts from the one they have to act in.
That is why Ponch Rivera stayed out of the cognitive warfare discussion for years. No Way Out has covered the ground with Giordano, Malone, Perez, and Pappa. What Ponch would not do is treat it as a new discipline, because Boyd already named the mechanism and information warfare was already in doctrine.
NATO changed that. Their 2025 cognitive warfare work is strong, and Ponch says so on the record. It also puts the real OODA loop on the page and then describes it linearly, as observe, then orient, then decide, then act. That description cannot hold feedback and it cannot hold perception. Once the alliance was using Boyd's loop to explain the fight for the mind, and using it wrong, sitting out stopped being an option.
So he brought in Sara Russo, a PhD candidate in Defence and Security Studies in Rome working with the Italian Ministry of Defence's advanced studies school and the University of Turin, and asked her to show him what the label buys.
Her definition arrives in the first five minutes: the most sophisticated influence never gives you a command, it shapes the environment so the decision feels like your own. Ponch hears the constraints-led approach in it instantly, and the two of them spend the next hour finding the same mechanism from opposite directions.
They cover nodes, edges, and centrality. Why the informal organization chart is the attack surface, and why a receptionist can be the most important node in a building. Emotion as the entry point, backed by published research from an Italian Navy training exercise. Why cognitive warfare is cheap compared to a tank, how bots manufactured scale during the Gilets Jaunes movement, and how algorithms get weaponized through poisoned inputs. Russo lays out the Italian Ministry of Defence three-layer model of influence, technology, and the medical layer, with brain-computer interfaces where they meet. Ponch maps those layers onto Boyd's orientation: genetic heritage, cultural traditions, previous experience.
The back third is the correction. Russo says the loop as commonly presented is missing feedback and learning. Ponch agrees the linear picture is missing it, and shows what the real loop already contains: Boyd's note that control is outside in while command is inside out, Karl Friston's statement on this show that the real OODA loop is isomorphic with active inference, and why predictive processing and ecological dynamics both live inside the same sketch.
Then Russo asks the question that stays with you. What happens when someone targets your cultural heritage, and you have nothing left you believe in enough to fight for?
Neither of them fully concedes the opening question, and the disagreement is the useful part. Russo says what changed is scale, speed, personalization, and persistence. Ponch holds that the mechanism was named decades ago and that a linear reading of the OODA loop is what leaves people unable to see it. Where those meet is the practical point: the delivery got cheap and fast, the target never moved.

Don't Steal the Struggle: The Real OODA Loop in Basketball | Rob Gardner

About one percent of high school basketball players go on to play Division I. The other ninety nine percent still spend their lives on teams, under pressure, reading situations nobody scripted for them. That gap is the argument at the center of this conversation.
Ponch sits down with Rob Gardner of PGC Basketball, founder of Play Explore Love, a camp director who has coached in more than forty states and nine countries. Gardner was cut in eighth grade, started varsity as a senior, walked on at Vanderbilt, taught high school math in Memphis, then quit and drove across the country to figure out what he wanted to do every day.
Rivera met him in a gym in Haverford, Pennsylvania after dropping his daughters at camp. What he saw was a coach changing the conditions rather than correcting the players. That is the constraints-led approach, and it drops straight into John Boyd's real OODA loop, where orientation is the center and shapes what a player even perceives.
The through line is harmony. The Blue Angels are aligned on the outcome and doing different things in every cockpit to hold the formation. A jazz ensemble plays in one key at one tempo and nobody follows a script. A basketball team running principles of play instead of memorized plays is doing the same thing, and that is implicit guidance and control, the fast path where skill lives.

Svitlana Pavlovska wrote a 48-page analytical review this July, Cognitive Warfare. Opinion., that traces John Boyd from Energy-Maneuverability Theory through Destruction and Creation and Patterns of Conflict into the modern concepts of Decision Advantage, Cognitive Advantage, Narrative Intelligence, and Cognitive Security. She joins No Way Out to walk through it.
She spent her career in Ukraine's security forces, led public affairs departments, and finished her last NATO posting at Joint Force Command Naples in 2024. She retired two months ago and now heads analytical output at a private firm.
Her central claim is that orientation is the target. Information arriving at two people produces two different decisions, because orientation is where that information meets prior experience, knowledge, values, and culture. Cognitive operations are therefore designed to work on orientation rather than to transmit or deny information.
Brian "Ponch" Rivera and Pavlovska follow that through the progression her paper lays out, from material advantage to information advantage to decision advantage to cognitive advantage, and into Dr. James Giordano's argument that cognitive security means protecting the biological, psychological, and social foundations of cognition itself. Those three levels sit very close to the inputs Boyd puts inside the orientation box.

A quarterback gets about two and a half seconds to read a picture that eleven people spent all week building to deceive him, and the picture usually changes anyway. No Way Out host "Ponch" Rivera calls that an orientation problem, and it is the subject of this conversation with Dub Maddox, creator of the R4 Football System.
It started with a pick six. Twenty years ago Maddox's high school quarterback came to the sideline and said he had no idea what he was seeing. Maddox went looking for a way to train a young brain to process under pressure, and the search took him to John Boyd. R4 stands for rhythm, read, rush, release: four separate decision phases inside one play, each one its own orientation problem.
They get into hip angle and what a defender's hips tell you, route timing and why a quarterback locked on a dig has already missed the throw that was there, and what Maddox found inside SEC and NFL quarterback rooms. After losing an eye early in his pro career, Poliziani followed the doctors' account of how his brain would rewire itself into a lifelong study of how people learn, and what he found maps onto John Boyd's OODA loop. Trey "Raggot" Warren graduated from TOPGUN and flew in the F-14 Tomcat and F/A-18 Super Hornet as a Naval Flight Officer. He was also, three separate times, suicidal.
In fighter terms he went to the merge with traumatic brain injury, post-traumatic stress, and the fight to get his life back. The OODA loop was never about going fast. Michael Polzin, regenerative architect and founding operator of Universal Natural Intelligence, came on to prove it, and to argue that active inference, the math underneath Boyd's orientation, is now buildable as a working intelligence that uses no machine learning at all.
Polzin's frame: humans are prediction machines. We forecast before we act, we get surprised when reality disagrees, and we survive by calibrating our signals against the world and each other. He separates true from honest, teaches calibration with tape measures and chopsticks, and tells the story of a single team and process that outlasted twelve years and half a million devices by recalibrating as the world changed. Then he describes agents given a world but no goal, who met broken tools with adaptation instead of panic, and whose behavior can be dialed into anxiety, depression, and intoxication by moving mathematical sliders.
