E112- Interview with Charlie Dugdale and John Beresford on Master Planned Community Development in the United Kingdom (Part 2)
2026/10/15
In Episode 112 of the Land to Lots™ Podcast, Carter Froelich continues his conversation with Charlie Dugdale, Founder of Ondare, and John Beresford, Managing Director of Buckland Development, on the design and infrastructure financing behind Welborne Garden Village a 6,000-home community in Hampshire.
In Part 2, they explore how England's garden village principles shape Welborne's development and the challenges of funding infrastructure early in a project's life. Carter, Charlie, and John also compare the financing tools available to UK and US developers and discuss how long-term land ownership influences decisions about growth, investment, and project returns.
In this episode, you'll learn:
What the English garden village movement set out to achieve, from the Victorian industrial communities at Cadbury, Port Sunlight, and Saltaire through Ebenezer Howard and Letchworth.
Why the government returned to the garden village model after the eco towns program stalled, and what an allocation as a garden village commits a project to.
Why Charlie argues that design codes need land ownership behind them, since planning alone cannot enforce what a scheme promised twenty years after approval.
How UK house sizes, densities of 35 to 38 dwellings per hectare, open space and biodiversity net gain requirements, and a net to gross site efficiency near 40 percent explain why Welborne is 6,000 homes rather than the 10,000 allocated.
Charlie's case for financing a large community in pieces of 2,000 to 3,000 homes that can each stand on their own, rather than underwriting the whole scheme at once.
How Welborne carries roughly £400 million of infrastructure concentrated in its first three to four years, including grant forward funding for a £112 million motorway junction repaid as the project meets profitability targets.
Why Section 106 and the community infrastructure levy tax a development rather than finance it, and what the absence of a residential equivalent to US special purpose taxing districts costs UK projects.
What hurdle rate UK land developers underwrite to, and why a long term private landowner may proceed on a margin a listed housebuilder would decline.

E111- Interview with Charlie Dugdale and John Beresford on UK Master Planned Communities (Part 1)
2026/10/01
In Episode 111 of the Land to Lots™ Podcast, Carter Froelich welcomes Charlie Dugdale, Founder of Ondare, and John Beresford, Managing Director of Buckland Development, for the podcast's first international conversation on master planned community development in the United Kingdom.
In Part 1, they discuss the approach behind Welborne Garden Village, a 6,000-home community in Hampshire, and how landowner partnerships and long-term stewardship influence its development. The conversation also compares the UK planning process with US entitlement, offering a perspective on the approval and infrastructure challenges developers face on both sides of the Atlantic.
In this episode, you'll learn:
Why the best master planned communities tend to come from landowners who decline to sell, and what a partnership gives them that a land sale cannot.
How Welborne's ownership structure keeps control of the whole development process with the original landowner; from the horizontal infrastructure through to homebuilding and sales.
What a landowner with a 500 year horizon brings to a development decision, and why that continuity produces different choices than a corporate owner would make.
The UK terms that map to US practice, including planning permission for entitlement, appraisal for pro forma, and Section 106 for impact fees.
How the UK decides where new communities get built, and why promoters spend years and considerable money competing for a place in a local plan.
Why an allocation is only the starting point, and what the outline application, resolution to grant, and reserved matters each add in cost and delay.
Why Section 106 rests on similar legal footing to a US impact fee but produces a very different negotiation, and how its timing leaves developers funding more than their share.

E110- Interview with Tyler Cobb on Arizona's State Affordability Infrastructure District Legislation: Part 2
2026/09/17
In Episode 110 of the Land to Lots™ Podcast, Carter Froelich continues his conversation with Tyler Cobb, Partner at Taft Law in Phoenix, Arizona, and the principal architect of Arizona House Bill 2999, on the state's new State Affordability Infrastructure District, or SAID, framework signed into law by Governor Hobbs on June 5, 2026.
Tyler shares his path into public finance, from starting as a summer associate at Ballard Spahr in Phoenix to representing developers on Arizona Community Facilities District transactions at a time when few public finance attorneys wanted that role, through his move to Taft a year ago. He then explains how House Bill 2999 came together, including the role of the Home Builders Association of Central Arizona, the year-long stakeholder engagement process, Governor Hobbs's focus on housing affordability, and the connection between cost of capital for horizontal infrastructure and the price of a finished home.
Lastly, Carter and Tyler discuss the state of district financing in Arizona, including the 1988 Community Facilities District Act, the local approval bottleneck that has made district formation unpredictable, Arizona's $347 million of new money district financing from 2019 through mid-2025 compared with Colorado, Texas, Florida, and Utah, rising horizontal construction costs, the taxpayer protection and disclosure requirements built into the SAID Act, and why the new framework governs how infrastructure gets financed rather than what gets built.
In this episode, you'll learn:
How Arizona's Community Facilities District Act has worked since 1988, and why the extent of local involvement required to form a district became the primary bottleneck rather than any deficiency in the statute itself.
Why Arizona financed $347 million of new money district infrastructure from 2019 through mid-2025 while Colorado financed $11.6 billion, Texas MUDs $8.9 billion, Florida CDDs $8.4 billion, and Utah PIDs $4.5 billion.
How Governor Hobbs's focus on housing affordability, and Arizona's fall from 33rd to 45th in the nation on affordability, shaped the framing and the legislative path of the bill.
Which features Tyler drew from Colorado metropolitan districts, Utah districts, Texas MUDs, and Florida CDDs while using the Arizona CFD Act as his drafting template.
How the legislation builds in taxpayer protection through 100 percent landowner consent to form, a detailed formation petition, Arizona Finance Authority oversight, annual district reporting, and a homeowner disclosure form at resale.
Why the SAID Act operates strictly as a special purpose financing act and does not touch zoning, entitlements, design standards, plans and specifications, or the conveyance and acceptance of completed infrastructure.
Why the 6.5 percent annual rise in horizontal construction costs over the past six years, compared with roughly 3 percent per year in the twenty years before that, makes every year of financing delay more expensive for developers and homebuyers.
How municipal concerns around staff capacity, administrative burden, and political exposure were addressed so that cities and counties keep their entitlement authority without having to administer additional districts.

E108- Interview with Charley Freericks on Teravalis: Part 2
2026/08/20
In Episode 108 of the Land to Lots™ Podcast, Carter Froelich continues his conversation with Charley Freericks, President of the Arizona Region of Howard Hughes Communities, about Teravalis, the 37,000-plus acre master plan community in Buckeye, Arizona.
Charley discusses how Howard Hughes' entry into Buckeye avoided organized opposition, crediting his reputation from Verrado, his relationships with city leadership, and a close working cadence with city staff as Teravalis moves through its zoning and development agreement process.
Carter and Charley then discuss Arizona's water supply and policy, including Teravalis's secured groundwater and the state's long-term water solutions, infrastructure financing through Community Facilities Districts and how that compares to Texas-style municipal utility districts, pending Arizona legislation aimed at modernizing those financing tools, school funding challenges in the West Valley, and the builder segmentation and amenity strategy that set Teravalis apart, including the removal of a legacy lake in favor of a planned 22,000-square-foot amenity complex.
In this episode, you'll learn:
Why Howard Hughes Communities has faced no organized opposition moving into Buckeye, and how Charley's reputation from Verrado and his relationships with city leadership and staff have shaped a close working cadence with the city.
How Teravalis's water supply is secured, including the 100-year guaranteed supply for Floreo, the South Hassayampa Valley groundwater basin, and Charley's take on Arizona's groundwater moratorium and long-term water policy.
How Howard Hughes Communities is financing infrastructure at Teravalis through Community Facilities Districts (CFDs), and the reimbursement lag CFDs create compared to Texas-style municipal utility districts, plus pending Arizona legislation aimed at closing that gap.
Why school funding and education bonds, including the recent failed Saddle Mountain Unified School District bond elections, are a growing concern for master plan communities in the West Valley.
How Teravalis is differentiating itself through builder segmentation across a broad price spectrum, from the low $300,000s to the $700,000-$800,000 range, with seven builders on board and an eighth in the works.
Why Howard Hughes removed a grandfathered lake amenity over water conservation concerns and replaced it with a planned 22,000-square-foot amenity complex.
Charley's closing perspective on Arizona's water future, Teravalis's early-stage momentum, and his outlook for the community's long-term growth.

E107- Interview with Charley Freericks on Teravalis: Part 1
2026/08/06
In Episode 107 of the Land to Lots™ Podcast, Carter Froelich talks with Charley Freericks, President of the Arizona Region of Howard Hughes Communities, about Teravalis, a 37,000-plus acre master plan community in Buckeye, Arizona.
Charley shares how he got his start in the land business at Grubb & Ellis in 1983 and the path that followed through Talley Industries, DMB, and Catellus, where he led the Novus Innovation Corridor on ASU's Tempe campus. He also explains how his long history with the Douglas Ranch property ultimately brought him out of retirement to lead Teravalis for Howard Hughes.
Carter and Charley then discuss the project Howard Hughes inherited, including outdated zoning and development agreements that required a major entitlement rewrite. They also cover Howard Hughes' long-term ownership model, the land-use strategy behind Teravalis' 100-year buildout, Peter Calthorpe's plan for approximately 12 villages, and the infrastructure and bridge-sequencing decisions guiding the project's next phase of growth.
In this episode, you'll learn:
How Charley Freericks' decades of experience in land development and his longstanding connection to the Douglas Ranch property led him out of retirement to join Howard Hughes in 2024.
Why the original Douglas Ranch and Trillium entitlements required a nearly 500-page rewrite before development of Teravalis could move forward.
How Howard Hughes' long-term ownership model differs from the traditional merchant-build approach used by many master plan developers.
How land use budgeting gives Howard Hughes the flexibility to adjust residential, retail, office, and multifamily uses throughout Teravalis' 100-year buildout.
How Teravalis is planning for neighborhood retail, mixed-use commercial districts, and the future development of downtown Floreo.
How Peter Calthorpe's land plan divided Teravalis into approximately 12 villages and sequenced growth around the Hassayampa River and existing infrastructure.
Why bridge costs and the development opportunities they unlock are central to determining where Teravalis expands next.

E104- Making Texas Dirt Pencil: Land, Capital, and Districts
2026/06/25
In Episode 104 of the Land to Lots™ Podcast, Carter Froelich is joined by colleagues from Land Advisors Organization and Land Advisors Capital for a candid discussion on what it takes to make land transactions work in today's Texas market.
The group shares what they are seeing across Dallas-Fort Worth, Austin, and Houston, including where deals are still moving, where builders are pulling back, and why transactions are taking more work than they did a few years ago. While Texas remains a growth market, today's projects need a clear path through entitlements, a realistic capital plan, and a thoughtful approach to district financing. The conversation breaks down what is working, what is slowing deals down, and how tools like the Launch Bond® are helping developers move projects forward.
In this episode, you'll learn:
How land deals are being underwritten across Dallas-Fort Worth, Austin, and Houston.
Why proven submarkets, school districts, infill locations, and entitlement certainty are becoming increasingly important.
How sellers are adjusting to today's market through longer timelines, pricing resets, and more flexible deal structures.
Why public finance tools such as MUDs, PIDs, TIRZs, and related districts remain critical to making Texas projects pencil.

2026/06/11
In this episode of the Land to Lots™ Podcast, Carter Froelich continues his discussion with James Hamill, Managing Director of the California Statewide Communities Development Authority, and Bob Williams, Managing Director at RBC Capital Markets, on the practical mechanics of using California's Statewide Community Infrastructure Program.
This episode takes a deeper look at how SCIP proceeds are incorporated into a project pro forma, the difference between financing fees and financing infrastructure, and the timing considerations developers and builders should understand before entering the program.
James and Bob also discuss how agencies participate in SCIP, when taxable bonds may be used, and why the program can be a competitive advantage for both developers and municipalities looking to support growth.
In Part 2 of this conversation, you'll learn:
How developers should think about timing bond proceeds in the project pro forma.
The difference between using SCIP to finance impact fees versus public infrastructure.
Why infrastructure reimbursement typically requires completed improvements, agency inspection, and approved requisitions.
Why using SCIP proceeds as construction financing is difficult under California public works requirements.
How fee credits and reimbursements work when financing development impact fees.
When taxable SCIP bonds may be used and how they differ from tax-exempt bonds.
What steps are required for cities, counties, school districts, and special districts to participate in CSCDA and SCIP.
Why SCIP can be a deciding factor in whether a project pencils for developers and builders.
How municipalities can use SCIP as a tool to attract development without taking on the administrative burden of forming and managing districts themselves.
The value of SCIP's flexibility for small, medium, and large projects across California.

E102- Understanding California's SCIP Program with James Hamill and Bob Williams Part 1
2026/05/28
In this episode of the Land to Lots™ Podcast, Carter Froelich speaks with James Hamill, Managing Director of the California Statewide Communities Development Authority, and Bob Williams, Managing Director at RBC Capital Markets, to discuss one of California's most powerful infrastructure financing tools: the Statewide Community Infrastructure Program, commonly known as SCIP.
James and Bob share the history of the program, how SCIP has evolved from assessment district financing into a more flexible platform that includes CFDs, and why it has become such a valuable tool for developers, builders, cities, counties, and special districts across California.
In Part 1 of this conversation, you'll learn:
How SCIP was created and why it became a practical tool for financing impact fees and public infrastructure.
The difference between assessment districts and CFDs within the SCIP program.
Why CFDs are becoming more common due to their flexibility around product type, tax rates, and eligible facilities.
How SCIP helps make public financing available to smaller projects that may not otherwise be able to access the bond market.
Why cities, counties, and districts often prefer to use CSCDA rather than managing district formation and bond issuance themselves.
How tax rate sensitivity varies across different California markets.
When developers and builders should begin engaging with CSCDA and RBC during the development process.
How SCIP can be used for early-stage infrastructure needs, including critical offsite improvements.
