City's appeal rests on the argument that the money that inflated their sponsorship deals came from the government of Abu Dhabi, not from the owner Sheikh. The problem is it doesn't really survive contact with an actual org chart. Mansour chairs the sovereign funds behind two of City's four sponsors, his brother runs the government behind the other two. The same handful of people, Khaldoon Al Mubarak among them, sit on the boards of the club, the funds and the government. All at once. Each of the four sponsors traces back to the same family as well. Then there’s the ownership chain from Manchester City up through City Football Group to the Abu Dhabi United Group. Leaked emails showing City's own executives trying to work out how money actually moved between entities that were supposedly separate. The full 40-page verdict is in. "Of course, we can do what we want." Eight words from a leaked email by City Group board member Simon Pearce. On Friday an independent commission decided otherwise: guilty on 114 of 115 charges. With no set tariff and no precedent for this scale, there are three potential scenarios for what happens next. The conventional route is points and fines, the likeliest outcome but arguably inadequate: a fine is just an invoice to Abu Dhabi, and even relegation would see City back up within a year. The nuclear option is the new football regulator declaring the owners unfit and forcing a sale, legally possible but politically close to unthinkable given the UAE's ties to the UK. The most interesting idea is a deceleration plan, a points deduction every season for as long as City cheated, a punishment shaped like the crime. Whichever is chosen, the bigger bill may come from the lawsuits, with Everton paying Burnley roughly £35 million for one breach of PSR.
